As you may have noticed, we have a few new members interested in claiming Tellian citizenship within the confederation. I think it is a good time to start considering opening an office to handle with these matters and ensure that each member of our nation are entitled to claim the citizenship status within our confederation.
In addition to opening our offices, we need to consider the formal procedures of citizenship applications, in addition to our travelling permits. Our state is currently several city strongholds, and it will be very difficult to manage citizen movement between our territories. Therefore, in order to keep our numbers on records I suggest a new smart card identity system, which will be made available at all our regional airports.
These smart cards will act as travel permits within our governed cities, as well as a document to formally identify our citizens and residences. Each smart card will be read by scanners at each of our cities airports. The scanners will act as swipe in/out systems, enabling us to track the movements of our citizens from within Tellia.
I propose that this idea should be forwarded to the University of Romero for further research with a view of implementing within 6 months.

Could the smart card not be paired with the Shell Card to have an integrated system? Then we can take a deposit of the price of a passport whenever someone wants to leave the country, and that amount is returned in full when they come back. This means that during their stay outside of the country, the Card will be valid as a full Tellian passport, although it would not be able to be used for payments outside of Tellia, which is something we can address later on.

Should we propose a Bill on the matter, so we can actually make progress in being able to accept citizens?

I think that would definitely be beneficial. Either that, or we progress down the route that the former Hurmu took, in that anyone willing to contribute and consider themselves a citizen is one!
